Training of kitgum District Lower Local Government Grievance Redress Committee by Ministry of MAAIF under Uganda Climate Smart Agricutlure Transformation projecct being held in the district council hall
Kitgum District, 19th June 2026 – Kitgum District Lower Local Government grievance redress committee undergoing a comprehensive training on the Grievance Redress Mechanism (GRM) under the Uganda Climate Smart Agriculture Transformation Project (UCSATP). The training, conducted by the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), took place at the District Council Hall in Kitgum.
The training brought together selected lower local government leaders and technocrats with the objective of strengthening their capacity to receive, document, address, and follow up grievances that may emerge during the implementation of the UCSATP.
Speaking during the opening session, the Ms. Anyango Prossy senior Enterprise Development Officer from MAAIF emphasized that the Grievance Redress Mechanism is a critical tool in ensuring transparency, accountability, and inclusive participation of communities in the implementation of the project. The official noted that the success of UCSATP depends on the ability of leaders at all levels to provide communities with accessible and fair channels for raising concerns and obtaining timely feedback.
The Chief Administrative Officer (CAO) of Kitgum District Mr. Habib Abubakar appreciated MAAIF for organizing the training and reaffirmed the district’s commitment to ensuring that the project is implemented effectively and in accordance with the established guidelines. The CAO urged both technical and political leaders to work together, maintain proper records of grievances, and ensure that complaints from the public are handled professionally and within the prescribed timelines.
The LC V Vice Chairperson Hon. Opony Smith welcomed the training, describing the Uganda Climate Smart Agriculture Transformation Project as a timely government intervention that will improve agricultural productivity, strengthen resilience to climate change, and enhance household incomes among the people of Kitgum District. The Chairperson called upon local leaders to play their role in mobilizing communities, providing accurate information about the project, and ensuring that beneficiaries understand the available grievance reporting channels.
The Resident District Commissioner represented by Mr. Joseph Okidi (ARDC) commended MAAIF and the district leadership for prioritizing accountability and transparency in government programmes. The RDC cautioned leaders against favoritism and misuse of project resources, emphasizing that beneficiary selection and implementation activities must be conducted fairly and openly. The RDC further urged all leaders to handle community complaints promptly to promote trust and confidence in the project.
During the training, participants were taken through key areas including the overview of UCSATP, principles and structures of the Grievance Redress Mechanism, grievance reporting procedures, documentation and record keeping, complaint resolution timelines, and the roles of various stakeholders from village to national level.
The training is expected to enhance the readiness of Kitgum District local leaders to effectively manage grievances and support smooth implementation of the Uganda Climate Smart Agriculture Transformation Project, ensuring that communities benefit from the programme in a transparent, inclusive, and accountable manner.
