Introduction
The Community Based Services Department of Kitgum District Local Government is responsible for promoting the social and economic wellbeing, protection, empowerment and participation of vulnerable and disadvantaged groups within the district.
The department works with communities, development partners, civil society organisations, government agencies and other stakeholders to strengthen household livelihoods, promote social protection, protect children and vulnerable persons, advance gender equality, promote decent employment and labour rights, and support community-led development.
The department serves communities across Kitgum District through its technical staff at district and lower local government levels.
Key Sections of the Department
The Community Based Services Department brings together several important areas of service delivery, including:
1. Probation and Social Welfare
The Probation and Social Welfare section is responsible for promoting the welfare and protection of children, families and other vulnerable persons.
Key activities include:
• Child protection and safeguarding.
• Handling and following up cases involving children in need of care and protection.
• Family and community-based counselling.
• Prevention and response to child abuse, neglect, exploitation and violence.
• Supporting children in conflict with the law in accordance with the relevant laws and procedures.
• Family tracing, reunification and reintegration.
• Promoting positive parenting and child-friendly communities.
• Supporting vulnerable households and individuals to access appropriate social services.
• Community sensitisation on child rights and responsibilities.
2. Labour and Employment
The Labour section, under the Senior Community Development Officer responsible for Labour, promotes decent work, labour rights and harmonious relations between employers and employees.
Key areas include:
• Labour inspection and monitoring of workplaces.
• Promotion of workers' rights and responsibilities.
• Addressing labour-related complaints and disputes.
• Sensitisation of employers and workers on labour laws and occupational safety.
• Promotion of decent employment opportunities.
• Prevention of child labour.
• Promotion of safe and productive working environments.
• Supporting communities and workers to understand employment standards and obligations.
Major Programmes and Interventions
The department implements and coordinates a number of government programmes aimed at improving household incomes, social protection and community empowerment.
Women Entrepreneurship Programme (WEP)
The Women Entrepreneurship Programme supports women to establish and expand income-generating enterprises.
Through the programme, women are supported to develop entrepreneurial skills, access financing and strengthen their businesses. The programme contributes to women's economic empowerment, household income improvement and increased participation of women in local economic development.

• Supporting women entrepreneurs to access financing.
• Business and entrepreneurship skills development.

Youth Livelihood Programme (YLP)
The Youth Livelihood Programme supports vulnerable and unemployed youth to improve their livelihoods through skills development and income-generating activities.
The programme promotes youth self-employment, entrepreneurship and group-based economic activities.

• Support for viable income-generating projects.

Senior Citizens Grant / SAGE
The department supports implementation of the Senior Citizens Grant under the Social Assistance Grants for Empowerment (SAGE) programme.
The programme provides social assistance to eligible older persons, helping to improve their ability to meet basic needs and participate in household and community life.
The department works with relevant stakeholders to support identification, registration, verification, mobilisation and sensitisation of beneficiaries and communities.
Disability Grant and Support for Persons with Disabilities
The department promotes the rights, inclusion and economic empowerment of persons with disabilities.
Through disability-focused interventions, the department supports persons with disabilities and their organisations to participate in social and economic development.
Activities include:
• Mobilisation and registration of persons with disabilities.
• Supporting disability groups and associations.
• Promoting access to livelihood opportunities.
