Introduction
The Production Department of Kitgum District Local Government is responsible for promoting agricultural production, food and nutrition security, household incomes, employment and sustainable use of natural resources in the district.
The department provides technical extension services to farmers, livestock keepers, fisherfolk and other agricultural value-chain actors. It works with communities, farmer groups, cooperatives, private sector actors, development partners and relevant government agencies to promote modern and climate-smart agricultural practices.
The department has four major technical subsectors: Crop Production, Animal Production and Health, Entomology, and Fisheries.
1. Crop Production
The Crop Production subsector promotes increased production and productivity of crops for food security, household consumption, income generation and agro-processing.
Key activities include:
• Providing agricultural extension services to farmers.
• Promoting improved farming methods and climate-smart agriculture.
• Supporting farmers to access improved seeds and planting materials.
• Promoting production of food and cash crops.
• Supporting farmer groups and cooperatives.
• Promoting soil and water conservation.
• Advising farmers on pest and disease management.
• Promoting post-harvest handling and storage.
• Supporting value addition and market-oriented production.
• Collecting agricultural production data.
• Promoting mechanisation and appropriate agricultural technologies.
• Supporting implementation of government agricultural programmes.
The subsector also promotes diversification into high-value crops and encourages farmers to adopt technologies that improve resilience to climate change.
2. Animal Production and Health
The Animal Production and Health subsector promotes livestock production, animal health and improved household incomes through sustainable livestock enterprises.
It supports farmers involved in cattle, goats, sheep, pigs, poultry and other livestock enterprises.
Key activities include:
• Provision of livestock extension services.
• Disease surveillance, prevention and control.
• Vaccination and treatment of livestock in accordance with approved programmes.
• Promotion of improved livestock breeds.
• Training farmers in proper animal husbandry.
• Promotion of pasture and fodder production.
• Support for livestock marketing and value addition.
• Promotion of improved poultry and piggery production.
• Meat inspection and support to safe animal-product handling within the relevant mandate.
• Monitoring livestock diseases and reporting outbreaks.
• Promoting livestock production as a source of household income.
• Supporting implementation of livestock development programmes.
The subsector also works with livestock farmers and communities to address challenges such as animal diseases, livestock theft, poor breeds, inadequate pasture and water shortages.
3. Entomology
The Entomology subsector promotes the development of apiculture and other beneficial insect-based enterprises, particularly beekeeping.
Beekeeping provides an important livelihood opportunity for households while contributing to environmental conservation and pollination of crops.
Key activities include:
• Promoting modern beekeeping technologies.
• Training farmers in apiary establishment and management.
• Supporting bee farmers and beekeeper groups.
• Promoting production of quality honey and other bee products.
• Training communities in proper honey harvesting and processing.
• Promoting value addition and packaging of bee products.
• Supporting market linkages for honey and other bee products.
• Promoting conservation of bee habitats.
• Encouraging the integration of beekeeping with crop production and environmental conservation.
The subsector also sensitises communities on the importance of protecting pollinators and maintaining suitable habitats for bees and other beneficial insects.
4. Fisheries
The Fisheries subsector promotes sustainable fisheries development and aquaculture to improve food security, nutrition and household incomes.
The subsector works with fish farmers, fisherfolk, fish traders, community groups and other stakeholders to promote responsible utilisation of fisheries resources.
Key activities include:
• Promoting sustainable fisheries management.
• Supporting fish farming and aquaculture development.
• Providing technical guidance to fish farmers.
• Training communities in fish pond establishment and management.
• Promoting improved fish production technologies.
• Monitoring fishing activities and compliance with fisheries regulations.
• Promoting responsible fishing practices.
• Supporting fish handling, preservation and marketing.
• Collecting fisheries production data.
• Promoting fish as an important source of food, nutrition and income.
• Supporting farmer and fisher groups involved in fisheries enterprises.
Major Programmes and Interventions
The Production Department participates in the implementation of government and partner-supported agricultural development programmes, including initiatives focusing on:
• Agricultural commercialisation.
• Climate-smart agriculture.

Extension Services
Extension services are central to the work of the Production Department. Extension workers at district, sub-county and community levels provide technical advice and practical demonstrations to farmers and other agricultural value-chain actors.
The department promotes a farmer-centred approach, encouraging farmers to adopt appropriate technologies and make informed decisions based on local production conditions and market opportunities.
Climate-Smart Agriculture
Given the effects of climate variability on agricultural production, the department promotes climate-smart approaches aimed at improving productivity, resilience and sustainable management of natural resources.
These include:
• Soil and water conservation.

• Integrated pest and disease management.
• Water harvesting and efficient water use.
• Diversification of agricultural enterprises.

Partnerships
The Production Department works with the Ministry of Agriculture, Animal Industry and Fisheries, National Agricultural Research Organisation, Uganda Coffee Development Authority, development partners, NGOs, private sector actors, farmer organisations and local communities to improve agricultural production and livelihoods.
Through these partnerships, the department supports access to agricultural technologies, knowledge, inputs, markets and financial opportunities.

The agricultural sector in Kitgum faces several challenges, including:

Overall Objective
The overall objective of the Production Department is to increase agricultural production and productivity, improve food and nutrition security, strengthen household incomes and promote sustainable livelihoods through crop production, animal production and health, entomology and fisheries development.
